The rule that decides what is a block
A block is first-class only if it is scarce human work, the definition and the judgment a machine cannot do for you. Everything that can be generated is not a block, it is generated by the AI layer underneath, block 07. So the eight blocks the board routes to are the work that is left when the menial part is taken away.
